With the President of the Parliament of Montenegro about the models of cooperation of the Parliament with the non-governmental sector, and the participation of NGOs in the work of the working bodies of the Parliament. We presented concrete proposals for amending the Rules of Procedure of the Parliament of Montenegro, which prescribe the procedures for the participation of NGO representatives in the work of parliamentary committees, consultative hearings and working groups formed by the Parliament. The current solutions in the Rules of Procedure are incomplete, without more precise procedures, which in the past led to the fact that only the will of the chairman of the committee determines which NGO can be invited to the meeting, as well as when the invitation will be sent, as well as ad hoc and not systemic solutions when NGOs participate in the work of working groups.
The President of the Parliament of Montenegro expressed his readiness to establish procedures for cooperation with the non-governmental sector, and announced that he would forward our proposals to the working group formed to draft amendments to the Rules of Procedure.
We are actively monitoring further work on this act and we expect the opportunity to additionally present our amendments to the working group. We have expressed the expectation that NGO representatives will be involved in the drafting of the Law on the Assembly, which we will also monitor in the coming period.
